Some game updates automatically recalculate locations of unplaced POIs which may cause isses like Vegvisirs pointing to wrong location or external tools (like the world generator site) showing wrong information. However the location of a POI is only fully determined after the zone is generated. The locations of POIs are pre-determined when the world is created based on the world seed.
